Mike Whiter Plans To Be the First Marijuana Citation in Philadelphia [Scrapple Interview]
Mike Whiter is a marijuana activist and retired marine sergeant who fought for weed decriminalization in Philadelphia. Thanks to a recent bill signed by Mayor Nutter, possession of less than an ounce is punishable by a $25 fine. Smoking in public will result in a $100 ticket.
On October 20th, when the new law goes into effect, Mike Whiter plans to be the first person cited by police for smoking marijuana in public.
